I'm very lucky not to have any serious underlying conditions so I think I'll wait a while before rushing in. Can completely understand the urgency some people feel about it, but I wish there wasn't so much negatuve feedback about after affects.

The tech radar article refers to Massachusetts USA where the authority installed an app (never activated) and received so much negative feedback it didn't proceed.

This is patently WRONG. The QR code app is NOT "running silently behind the scenes" even when the phone is ON.
The QR code app is only on someone's phone if they have downloaded it and is used when checking in to places so authorities can contact you quickly if the place ever becomes an exposure site.

I too have an Uncle and a married cousin in NSW (Sydney) on the outer edge of it, but its getting mighty close to them now. I agree with you, the lock down should have happened weeks ago. When one incident raises its ugly head, slam the borders shut, no one in or out, including all flights, trains, buses and walking. Better to have a few days of that, than to be locked down for days and days or even weeks with no end in sight. Too hard to track those that have been contact with the original person who has it, after many days. Better to grab it as fast as they can and shorten the amount of people they have to check.

Today Friday 9 July 2021, has been their worst day of the new outbreak so far with 29 local cases who were fully or partially or fully exposed to the community during their infectious period. The number of close contacts in NSW ordered to self-isolate has doubled overnight from 7,000 to 14,000 due to some large venue alerts.
By not locking down earlier to nip this outbreak in the bud our Berejiklian government has endangered not only Sydney folk but possibly the rest of NSW and Australia. I envy those of you living in States which have wiser premiers and governments. I'm living is one of the hotspots in western Sydney. A friend sent me an alert to say the virus was detected in the shopping Mall where I usually shop, lucky I had left when I did. Around my area it has never been so silent. Good to see so many Police around the streets. I still can't believe some idiots refuse to wear a mask. I also do not understand why our migrant communities are ignoring the rules....if they are?...which is what is being made out. There has been some issues with whether the Privacy Act 1988 s94H protects you over State legislation during COVID - now the argument that it DOESN'T and the application of s109 of the Constitution 1901 has yet to be challenged in Court*... BUT we have been advised of the following:
The Biosecurity Act 2015 (a Federal Act) supersedes all State legislation regarding a Biosecurity Order.

S60 and s61 dictate things like no personal data can be collected (QR Codes and scanning apps etc) cannot be used to get people's personal information (see below).
It also sets the conditions for a Human Biosecurity Order - including but not limited to a person has to exhibit symptoms.
States have tried to go around the Privacy Act 1988 by creating their own app and not using the Federal Govt's app (which is when the Privacy Act 1988 would come into play*).
Now the Australian people have to ask themselves: Why would politicians try to be so deceitful and tricky with with its constituents, the people who they claim every election day they are there to 'serve and protect'?

Subdivision A—Imposing, varying and revoking human biosecurity control orders
60 Imposing a human biosecurity control order on an individual
(1) The following officers may impose a human biosecurity control order on an individual:
(a) a chief human biosecurity officer;
(b) a human biosecurity officer;
(c) a biosecurity officer.
Note 1: An officer who intends to impose a human biosecurity control order on an individual has certain powers under sections 68 and 69.
Note 2: Before imposing a human biosecurity control order, an officer must be satisfied of the matters referred to in section 34 (the principles).
Note 3: The Director of Human Biosecurity must be notified of the imposition of a human biosecurity control order (see section 67).
(2) A human biosecurity control order may be imposed on an individual only if the officer is satisfied that:
(a) the individual has one or more signs or symptoms of a listed human disease; or
(b) the individual has been exposed to:
(i) a listed human disease; or
(ii) another individual who has one or more signs or symptoms of a listed human disease; or
(c) the individual has failed to comply with an entry requirement in subsection 44(6) in relation to a listed human disease.
(3) To avoid doubt, an individual may fail to comply with an entry requirement in subsection 44(6) even if the individual is not able to comply with the requirement.
(4) An officer may include one or more biosecurity measures specified in Subdivision B of Division 3 in a human biosecurity control order.
Note: For the biosecurity measures that each kind of officer can impose, see section 82.
61 Contents of a human biosecurity control order
(1) A human biosecurity control order that is in force in relation to an individual must specify the following:
(a) the ground in subsection 60(2) under which the order is imposed on the individual;
(b) the listed human disease in relation to which the order is imposed on the individual;
(c) any signs or symptoms of the listed human disease;
(d) the prescribed contact information provided by the individual under section 69 or 70 (as the case requires);
(e) a unique identifier for the order;
(f) each biosecurity measure (specified in Subdivision B of Division 3) with which the individual must comply, and an explanation of:
(i) why each biosecurity measure is required; and
(ii) in relation to a biosecurity measure included under section 89 (decontamination), 90 (examination), 91 (body samples) or 92 (vaccination or treatment)—how the biosecurity measure is to be undertaken;
(g) any information required to be included in the order by Subdivision B of Division 3;
(h) the period during which the order is in force, which must not be more than 3 months;
(i) the following:
(i) the effect of section 70 (requirement to notify of changes to contact information);
(ii) the effect of section 74 (when an individual is required to comply with a biosecurity measure);
(iii) the rights of review in relation to the human biosecurity control order under this Act, the Administrative Appeals Tribunal Act 1975 and the Administrative Decisions (Judicial Review) Act 1977;
(iv) the effect of section 107 (offence for failing to comply with an order);
(j) details of a chief human biosecurity officer who can be contacted for information and support in relation to the order;
(k) any other information that the officer imposing the order considers appropriate;
(l) any other information required by the regulations.
Note: Despite paragraph (1)(h), an individual might be required to comply with a biosecurity measure for a more limited period of time (see for example section 96 (traveller movement measure)).
(2) If a human biosecurity control order ceases to be in force, paragraph (1)(h) does not prevent another human biosecurity control order from being imposed on the same individual.
(3) To avoid doubt, a human biosecurity control order that is varied must comply with subsection (1).

A rate of deaths when stated are for example 500 died of Covid, but they aren't telling that 200 of them are via the vaccination itself.
They play to the word "unvaccinated" when someone dies of Covid to get people in a panic.
They will NEVER state those figures simply because the population would wake up and say "Take this Vax and shove it".
Imagine if they told the truth - no matter how hard it was to publicly state it, our trust in the Government would increase, vaccinations would likely go through the roof. All the Government worries about is vaccinating all and sundry, not the long term health of the people.

Not special, I was stupid enough to believe Australians actually had a brain and could work things out for themselves so I kept most of my comments to Australia as this is my country I want to protect first and foremost. But no, you see the narrow view of the Government and Health Officials being the bees knees and they do no wrong.
