Peter Dutton's citizenship test fails

 

Immigration Minister Peter Dutton's proposed citizenship test has been nixed by the Senate.

Migrants wanting to become Australians will have their applications will be processed under the current rules.

In what is being seen as a major backdown from the Federal Government, which earlier this year announced proposed changes to make it harder for migrants to become Australians.

It would have meant that required applicants live in Australia for four years on permanent residency visas and demonstrate "competence" in English.

Yes its a shame that Labor/Green alliance defeated bringing Australia’s permanent residency laws before applying for citizenship in line with other countries Australia one year UK 5 Yrars NZ 5years US 5 years 

Dutton proposed 4 years and was defeated ,

Think of all the mongerals we could have deported if they had not been of good behaviour . 

We can’t once they become citizens.

Labor/ Greens are all over the Media sprouting this as a Victory .

We can deport them Brocky if they have dual citizenship. Its only if they have recinded their original citizenship we are stuck with them because they cannot be rendered Stateless.

However, the Administrative Decisions Tribunal (otherwise known as the 'have a go court' has thwarted many an attempt to deport serious violent or abusive criminals recently after the criminal appealed the lower courts and the Minister's decisions.

We are talking about migrants here that we bring in 200,000 a year .. They have proved to be in employment at a higher rate than locals and a higher rate of home ownership .

They all have citizenship from their country of origin,

NZ UK USA ask that you live in the country for five years and be of good character to achieve citizenship .

I see nothing wrong with this and can only encourage good behaviour .

We only ask for one year.

Once you have taken out citizenship many countries like China do not allow dual citizenship .

Shouldn’t your headline be “Labor/Greens block Govrnment ability to deport those non citizens guilty of criminal behaviour .

Really! How is this a major backdown from the Federal Government when Labor and the Greens are the naysayers in the Senate. The proposed legislation is still in play and may be amended to satisfy the cross benches in the Senate.

 

I am very pleased they have dumped this embarrassing and offensive test...there are so many other qualities attached to being a good citizen..

What is embarrassing or offensive to expect migrants to demonstrate their comittment to Australia by learning English and residing here for a minimum of 4 years? If they are serious about becomming a citizen they should have no problem with meeting this requirement. It does not exclude them from working, buying property, educating their children, raising a family or anything else (except joining the ADF, working in the public service and voting)!

So please explain why you are so embarrassed and offended Thea.

Thank you Thea for your comment. Most posters demonstrate an appalling ignorance and I am ashamed to be part of the demographic that is so racist. BTW Dutton wanted potential Oz residents to pass the IELTS test with a score of 6.5. That is the same test as the one we expect university students to achieve -  many Oz born citizens do not.  Judging by the quality of the grammar and spelling of some of the people on here many posters wouldn’t pass it either.  Google IELTS and do the practice tests. Unless you matriculated in English or English Literature and have English as a first language and then went on to Uni there is a good chance you’d fail. 

 

I don't really have to "explain" anything to you KSS..but on this occasion I will submit a short reply...

The majority of migrants I have met over the years speak English more fluently that the average Australian..this may not be your personal experience...

I strongly suspect I might have had more contact with migrants than most..so feel I am in a position to venture such an opinion..

There are many professional migrants already in the work force who have been managing quite nicely without being 110% proficient in the English language..to now tell these people they have to pass a stupid test before they attain citizenship is certainly EMBARRASSING...and yes I feel OFFENDED that Dutton was prepared to put these people in such a position...

Hope that suffices since no more will be forthcoming...

Thea said she's done with this. But I can tell you, the migrants I know do more for "enhancing" this great country of ours than many of the bogans that are born and breed here!

Thea, people who are already here do NOT have to take the test so your migrants with less than "110% proficiency" have nothing to worry about. And just for the record the ITLTS test goes to 9 so no one has to be even 100% proficient never mind 100% whatever that means.

You have not cornered the market on associating with migrants either. More than half the office I work in are migrants from non-English speaking backgrounds some recent arrivals, some having been here some years - all of whom are fluent in reading, writing, listening and speaking English and more than one other language, and I spent 25 years teaching English AND preparing students for the IELTS test.

My question was genuine. I truly pity you for your feelings of embarrassment and the offence you are taking. But then no doubt you are a fully paid-up member of the perpetually ofended, as indeed is your right. But when you talk about "these people" that is particularly offensive!

I have asylum seekers for neihbours. Speak minimal English, don't work, collect disability pensions and socialize all day every day even though the seem able bodied and capable of contributing to the system. They drive flashy cars, some have two. It still IS the lucky country...but really, for whom?

How many of these said neighbours do you have mate? Three, four, five ten or couple of hundred??

Speaking of other countries, how is multiculturalism going there? Hiding behind the excuse of "cultural misunderstandings" is seeing lawbreakers avoid prosecution. Once they've qualified for citizenship they won't be deported and the system will be left to dea withl and support a minority that knows what to say when challenged with the law . 

Enclaves of non assimilation, no-go zones where police are not allowed or too scared to enter.

the power which one man has over migrants can subvert the intentions of parliament.  we may need to aim for best practice rather than compare with countries where there are confusing attitudes to migrants.

15+ is the adult reading age. Few people achieve that. Look at the list of words; they are not words of everyday use or even in most writing. The front page of the newspaper is aimed at 11 year old reading age which is more than adequate. In the UK the average reading age is 9 which seems surprising until you look at the words in that list. 

People are diverse as well. Using arguments about asylum seekers being of one kind only is ridiculous. There are professional people amongst them and chefs etc. People within any community are just as diverse, slackers and workers, proficient speakers and monosyllabic mumblers.

 Austrlia has one year the Government wanted to raise it to Four ..

But we are not in New Zealand!

We draw immigrants from the same countries .

I was simply comparing the difference in NZ UK and USA to Australia . 

They all require 5 Years of good behaviour to apply for citizenship we say one year.

To become a German   C itizen

a valid Aufenthaltserlaubnis or Aufenthaltsberechtigung residency permitlegally resident in Germany for at least 8 yearsa livelihood-guarantee of you and your dependants without recourse to social welfare or unemployment benefits (exceptions are made for people under of 23 years)adequate knowledge of the German language (B1 level)on oath on the German constitutionyou have to give up your former citizenship (although there are exceptions to this)no past criminal convictions

Germany is even more Stringent  8 years residency and you can’t be on Welfare when applying .

Every country tests that you can speak their language before granting citizenship 

Uk requirements 

 

You can prove it by having either:

an English qualification at B1, B2, C1 or C2 leveldegree taught or researched in English

Zicky, I live in an upmarket suburb - nothing much for sale under 1 million here.  Most of my neighbours came here after WW2. Many were refugees and due to the war had almost no education in their home country.  As soon as they disembarked they found jobs and worked hard to set themselves  up.  Their lack of formal education and rudimentary English didn’t stop them setting up successful businesses and becoming citizens.  Their children and grandchildren became the lawyers, doctors, bankers, builders etc we see everyday. Many of the parents still have basic English  literacy.  Their spoken English is ‘fractured’ at best and almost none of them, now in their 80s, would pass the IELTS at 6.5.    Yet, they are some of our most successful Australians who contributed enormous amounts to this country.  Dutton didn’t want them in this country.  Please remember the people who built the Snowy dam, our railways and built our most famous buildings wouldn’t have passed it either.  Many of the men who died at Gallipoli and the Somme would not have passed the test  - thousands had to sign an X because they couldn’t write their names.  According to Dutton these men did not deserve to be citizens. 

Are you suggesting that to fully integrate that you don’t need English or that we should not test it , 

In NZ you have 5 years to prepare .

This is 2017 not 1917 or 1947.

Entirely different circumstances require entirely different rules and this the senate crossbenchers refuse to acknowledge.

They should be vilified and ostracised for putting Australia and we citizens at risk from all of crime, terrorism and financially, from a complete waste of my/our taxes paying for  ungrateful immigrants dole as well as for their so called immigration lawyers.

 

 My parents belong to this demographic you describe. They came with nothing more than the clothes on their backs, a few dollars, hope and the attitude that a country would give them opportunities not available in post war Italy. They came not receive handouts, but to contribute to society and raise a family. My father , a skilled fitter, applied for a job at the local steelworks and was given an opportunity. His rickety bike used to transport him was stolen whilst he was being interviewed by the foreman. Not having any money to catch a bus, he had to walk back to his accommodation.

The point is, despite their non perfect English, they chose to come here and have a go. My mother embraced her new life and made a concerted effort to learn English. She watched "you say the word" and borrowed books from the local library. She wasn't academically inclined but did her best. They may not have achieved high status jobs but they did achieve and in their own rights, were successful. Comments relating to this article revolve around the usual sentiment of whether the latest round of immigration comprises givers or takers. There is plenty of information to suggest the latter. The cultural shift is affecting us all be it attitude or financially. Our taxes are paying for those who have come here. Some choose to have a go, while a disproportionate number choose to milk the system and live off others' backs. The backs of those who were essentially their predecessors and were not given handouts. The same people who cannot claim a pension because they are too proud and believed that you are responsible for your financial future, not the government. Then there are those who cannot afford their heating bills due to inadequate pensions, during winter, despite having contributed to the system their whole working lives.

Where is the fairness in all of this? There is a deeper sentiment at play, but it starts with we have read in related blogs.

puglet you are an idiot, I came here at that time, we could not become Australian unless we had been here for 5 years and were able to speak basic english, we started work the day after we left the ship that brought us here, yes we worked our guts out but at least we were not a burden on the Australian Taxpayer as are those to-days arrivals in this once beautiful country who, by the way is going fast to the dogs, which brings me up to the comments of doggie reagan, fancy him/her/it calling anybody uneducated bogan or the comments of thea's in regard to her being embarrassed by in her mind offensive test, these who want to become an AUSTRALIAN have to pass, may I say thea you are the embarrasment in this country and the example of why this once's great country is on its knees, just read to-days papers and see how many of your so beloved to-days immigrants are feeding on the teats of the AUSTRALIAN taxpayer and have no intention to become a true member of our community or even attempt to intergrate with our  community, their claim to fame is to live a great live on the backs of the Australian Taxpayer, reading your comments you most probable be one of them or maybe you might be able to explain that speaking basic english is now not longer a must in this english speaking country, it is time for true AUSTRALIANS to stand up and be heard in this country,

According to the Australian Bureau of statistics (ABS), the proportion of Australians who were born overseas, currently at 6.6 million people, has hit its highest point in 120 years. This corresponds to nearly a third of Australia's population. Pushing a bit further, almost half of all Australians were either born overseas or have at least one parent who was. In fact, virtually no Australians alive today can dispute having at least one foreign ancestor. We are a nation of migrants.

 

Still the present debate on immigration rests on newcomers. More specifically, whether or not new migrants net contribute to overall living standards. Fortunately, we also have data on that.

 

According to the 2015 IGR, about 88 per cent of migrants are aged under 40 years, as opposed to only 54 per cent of resident Australians; almost half of newcomers are aged 20-34 years versus only one in five resident Australians. Migrants are mainly young and at their prime working age.

 

In November 2013, the ABS released a survey on the characteristics of recent migrants. Of those who obtained Australian citizenship since arrival, the labour participation rate was 77 per cent, which is above the national average rate of about 65 per cent. Claims that migrants are a net pressure on welfare payments do not stack up. Migrants are likely to be working.

 

The Department of Immigration also has some interesting statistics on the current migration programme. Of the last 190,000 places available in Australia's Migration Programme, more than two thirds corresponded to skilled migration, where deeply-valued human capital needs to be demonstrated before receiving residency. That is Australia's biggest free-ride in the most sought-out form of capital investment. Migrants generally have high levels of human capital.
