Why are my frozen Hoki fish so waterloged when thawed?

Here is what my wife calls my cynical side. Why is frozen fish waterlogged, because water is cheap and fish is not cheap. It is the same with fresh fish as well as fresh or frozen meat or vegetables.

Water retails at around $2 per 1000 litre, that is about 0.00002 cents per gram. Frozen fish retails for an average of say $20 per kg, about 2 cents per gram. So if you buy water at 0.00002 cents per gram and add it to a product you are selling for 2 cents a gram that is a profit margin of 1000%  for the water. 

Spraying water on any produce, obstensibly to keep it looking fresh, has the consequence, unitended or not, of adding to its weight. Greengrocers, butchers and fishmongers have been using this little trick for generations.
