Government says “The budget demonstrates the government’s firm commitment to tackling the challenge of climate change”

That’s a big claim – and an even harder line to sell to an electorate dazzled by PM Rudd’s recent backflips…
Government also claims that Emissions Trading Scheme (ETS) legislation is delayed due to collapse of bipartisan support and slow international progress…
So the budget allows for a $652 million Renewable Energy Future Fund (expansion of $5.1 billion Clean Energy Initiative) to encourage development of wind, solar and bio mass.

A good idea, but we remain unclear how this will actually work?
In particular what it means by, “through partnerships with the private sector, it will support critical early stage investments to leverage private funds for the commercialisation of renewable technologies”
